Civil government is actually supposed to be really small. Civil government has a role in society to: protect victims, personal rights, punish evildoers, and organize national defense.
That’s about it.
The government is supposed to be the one instrument of God that justly wields the sword so that there is protection for victims and an upholding of victim’s rights.
It’s not saying the government always does, but the law of God has ordained limits to civil governments. We can tell you exactly the limits.
